Two tables cross/matrix calculation

I am not sure what to call this calculation but its by using the first 2 tables to get the values in the 3rd table. Can i get this done in Power BI.

Hi @Anonymous ,

 

What's the meaning of each column in your tables? And what do you want to calculate in the matrix? In other words, what's the numbers' meaning? I don't quite understand your scenario and requirements.

Looking at this calculation but getting error. (Calculate has been used in true or false expression...)

Incident Calc =
CALCULATE(COUNT('incidentreport factor'[Checked]), 'incidentreport factor'[Checked], CALCULATE(COUNT('incident factor'[Checked]),'incident factor'[Checked]))
