Showing top selling product (max of sum)

How to show: Product ID 7146 in the Card Chart as the top selling product, which is max of sum(product_quantity)?
since i can't use MAX(SUM(x))...
My attempt:

MAXX(SUMMARIZE('Order', 'Order'[Product_ID], "Max Quantity", SUM('Order'[Order_Quantity])), [Max Quantity])

Why you don't use TOPN on the filter?

yes i can use TOP N, but i won't be able to use CARD CHART for that...

Simulate this data and make this expression : 

MAXX(TOPN(1; 'Order'; SUM('Order'[Order_Quantity]);ASC);MAX('Order'[Order_Quantity]))
