RANKX not affected by Date Slicer

Is there a way to have the RANKX function rank dynamically based on the Date Slicer?  

 

I'm trying to calculate how many times a department has given an item within a timeframe but my measure seems to be looking at the entirety of everything before assigning a rank, ignoring my date slicer that is looking just at this year.

 

My current measure is:  

GiveDeptRank = RANKX(ALL(GiveGet[GiveDept]), CALCULATE(COUNT(GiveGet[GiveDept]), ALLEXCEPT(GiveGet, GiveGet[GiveDept])))
 
I've also tried:  
GiveDeptRank = RANKX(ALLSELECTED(GiveGet[GiveDept]), CALCULATE(COUNT(GiveGet[GiveDept]), ALLEXCEPT(GiveGet, GiveGet[GiveDept])))

Hi there.

 

Mate, please don't expect people to give you a solution if you don't explain the problem fully in enough detail. You really think that we do know what you're trying to achieve giving us the two expressions without any background? Not even giving us an idea about what the (basic) model looks like? By doing so you're just making the chances that someone will pick this up and solve close to 0.
