Problem with USERELATIONSHIP

Hello, I'm seeing an issue when using a DAX measure with the USERELATIONSHIP Function to activate an inactive relationship.  The formula is: 

 

FY21(YTD) Count = IF(ISBLANK(SELECTEDVALUE(OrgMap[Level 2])),CALCULATE(COUNTROWS('Snapshots'),USERELATIONSHIP('Snapshots'[MCO Code],MCO[MCO Match Code]),'Snapshots'[Year]="FY21 (YTD)"),COUNTROWS(FILTER('Snapshots','Snapshots'[Year]="FY21 (YTD)")))
 
When I use this measure on a table showing an organizational breakdown (and set with a filter that activates the inactive relationship), it returns this result:

The problem is that the count for the two rows only add to 120, but there are 135 rows total.  The levels for the other 15 rows won't appear in the table.

It’s hard to understand without a sample, could you please show more details about your data model?

I can see your data so not able to write a dax, but you need to use HASONEVALUE in your code.
