Please try modifying the measure as below:

Eligible Supply = CALCULATE (
SUM ( 'test data'[count] ),
FILTER (
ALLEXCEPT ( 'test data', 'test data'[Vendor Code]),
'test data'[Serial ID] <= MAX ('test data'[Serial ID] ) -1
&& 'test data'[Serial ID]
>= MAX ('test data'[Serial ID] ) - 24
)
)

Hey @dixypbi ,

If you try to sum the count for each vendor wit hcondition I advice you to create a calculated column

Eligible Supply =

CALCULATE (
SUM ( 'test data'[count] ),
FILTER (
ALL ( 'test data' ),
'test data'[Vendor Code] == Earlier('test data'[Vendor Code])
&&
'test data'[Serial ID] <= MAX ('test data'[Serial ID] ) -1
&& 'test data'[Serial ID]
>= MAX ('test data'[Serial ID] ) - 24
)
)

I assume that your condition is the red one and if it is accurate , you need to iterate on each vendor.
