How to remove a filter using DAX?

I have a column chart x is week and Y is a measure. I have a calculated column to filter and show the last completed week's data. 

Latest Week Check = IF(AND(REPORT[Fiscal Week]<REPORT[Current Week],REPORT[Fiscal Week]>=REPORT[One Week Ago]), "YES", "NO")


Now, I need a tool tip that shows all the historical data removing the last completed week fiter. 

 

I tried writing a new dax for Y axis  to remove the Latest Week Check filter added to the visual using, 

 

Rate All = CALCULATE(CALCULATE(REPORT[measure]), REMOVEFILTERS(REPORT[Latest Week Check]))

But it does not seem to work
I tried ALL and ALLEXCEPT, nothing seems to work. 
What should I do to remove the  Latest Week Check for the tool tip?

CALCULATE(CALCULATE(REPORT[measure]), ALL('REPORT')

No, It does not work. The measure is also in the Report table
