Hi @ecancio 
It is not clear whether this is a source data table with columns or a table visual with measures. However, I assume this is a source data table and you wish to create a calculated column. Then:

Max Value =
MAXX (
    FILTER ( TableName, TableName[Column E] <= EARLIER ( TableName[Column E] ) ),
    TableName[Column F]
)

CLACULATE(MAXX([TABLENAME],[G]), FILTER([TABLE], DATE >= '01/01/2022' AND DATE<= '04/01/2022'))
