I am using a simple Calculate fucntion to pull the sales in california but the results are showing all States in west region, do you know why?

FILTER (
ALL ( 'Orders'[State] ),
Orders[State] = "California"
)

Try modifying your DAX as follows:
TSales = CALCULATE(SUM(Orders[Sales]), FILTER(ALLSELECTED(Orders), Orders[State] = "California"))
