According to your description, I can roughly understand your requirement, I’ve created some test data to use a measure to achieve your requirement, you can try this measure:
This is the test data I created:
Result =
CALCULATE(SUM('Table'[Amount]),FILTER(ALL('Table'),[Facility] in {"RNSH","HKH","RYD","NBH","MV"}&&[Amount]>=0&&[Amount]<1))
And you can create a card chart to place this measure to get what you want:
