Step one :
There is no such thing as calculating the average of a measure. Instead, you need to calculate the average within the measure itself. For example, you can calculate the average by updating your measure as below:
Measure = AVERAGEX(TABLE1, (SUM(NPS[ResponseReturned])/SUM('Dataset - MemberMonths'[MemberCount]))*1000)
Note that you don't need to use the "CALCULATE" function in the above scenario. CALCULATE is used when you need to change the context of the filter.
Also, the measure I updated might not meet your requirements or make sense at all. It is only for demonstration purposes. If you can't figure it out after this explanation, please share a sample dataset and describe the requirement in more details so that we can assist you in writting the measure.
