Tab Navigation/Reorder

Currently, it is a nightmare to navigate between tabs and reorder since it is not possible to scroll in smaller increments. Also, it would be nice to view all tabs on a grid to rearrange the order of tabs quickly.

It's one of the worst user experiences I've ever encountered.  It should take 80+ clicks to create a new tab beside an existing one. 

 

I'm currently working on a report that has 30ish tabs.  If I want a new tab near the start of the tab order the process is:

- duplicate an existing tab (it gets created at the end of the list).  

- drag the tab as far left as possible (usually advances 3-5 tabs) 

- scroll the tab arrows left once (which scrolls past the new tab)

- scroll the tab arrows right once (which puts the new tab in the middle of the screen) 

- drag the new tab as far left as possible (usually 2-3 spaces) 

- repeat x20
