Formatting options for Power KPI Matrix are buggy and inconsistent, making impossible to combine differently formatted data.
I guess this is related to Power KPI Matrix - Losing Format after Refresh - Row Based
This is expected behavior if you change data rows because Power KPI Matrix binds settings to data rows. There're a few technical limitations that prevent us from fixing it.
When you change filters formatting is lost. It is tied to data rows as stated on the link above:

This is expected limitation that is documented in the sample report of Power KPI Matrix.
We'll investigate possible solutions soon based on priority.

This issue has been fixed in the latest version of Power KPI Matrix. Please open a report and turn on and turn off “As of Date” option.
After that you should save a report.
These steps save settings into special storage that supports up to 20 rows. So, 20 rows won’t lose settings on filtering.

I've just tested this with Power Matrix 3.1.1 and the formatting is still lost when you filter by date
