Is it possible to create and bind a custom control in Power BI custom visual?
I want data bound properties. E.g. color, font and some other properties should be applied according
to data selection in property control.

If I understand the question correctly and you're looking to have a control in your visual that can store properties based on user input, then yes, you can call persistProperties from your visual's code rather than a user manually selecting from the properties pane. Provided that you pass in the correct object, properties and selectors (if data bound) then this would be the same as doing it in there.
If this isn't what you're looking to do, can you perhaps plese elaborate further (ideally with a mockup) and I can take another run at it.
