Looking for visual similar to this picture! Help!

Hello Power Bi Community! I was wondering if you can help me find a custom visual that would allow me to do display data like this.

Essentially, there would be two columns, the first one (List1) represents for example a subject or technology. The second column would represent a list of people. Then the data on the chart indicates or shows their level of knowledge per subject or technology. (On a scale of 0 to 5). Possibility to have two dots. One diamond (Where you are) and the other a circle (where you want to be). But this is not necessary. Just one dot showing where you are would be sufficient.

Two questions:
1. Do you know of a visual that looks like this
2. Would it be hard to create a custom visual like this

Thanks, your help is much appreciated

You can try making one from http://charts.powerbi.tips/, the online Power BI chart maker!

Here's a quick prototype I made:

hi, @simardd

if you requirements are fairly statict in terms of which technology you want to show,  you could create a scatter chart or bullet chart for each technology. If you need a more dynamic solution, I think a R- or Python-visual would be the easiest way to solve it.
