How do I Format ( Gray out /disable) the entire Table row based on a condition? The row and values must be visible.

As this is a question with the core table visual rather than about custom visuals, you might be better asking in the Desktop or DAX forums, as these are much more heavily frequented and people who might be able to answer more quickly.
To help you on your way, it's not possible to disable a row, but it could be coloured differently if a condition is met. If you follow the guide on conditional formatting, specifically the section on formatting by field value, then this can be done. Please bear in mind that you will need to apply the formatting rule to each column (field) of the table.
