Best choice of custom visual

Hello,

 

I've been asked to prepare a visualisation in line with the following example:

I'm somewhat stumped with regards to which custom visual (if any) to pick, and thought to branch out to the wisdom of the Power BI-community 🙂

 

Any and all assistance in this matter would be greatly appreciated!

The Likert scale is similar, it pulls the neutrals out, which in my opinion, is quite nice:

Otherwise, it is certainly possible to build your own in PBIVIZEDIT or Deneb
