help with excel formulas

Looking for help please to produce an excel formula for a finance assessment spreadsheet.

Based on income calculations I need to formulated capacity but it is based on the below:

 

##If (centrelink income(b17) + centrelink deductions(b18) are higher than the combined total of (wages(h17) + salary sacrifice(h18) + other(h19)) then capacity is 20% of centrelink + centrelink deductions + wages + salary sacrifice + other. 

 

##If (wages + salary sacrifice + other) are higher than the combined total of (centrelink income + centrelink deductions) then capacity is 40% of centrelink + centrelink deductions + wages + salary sacrifice + other. 

 

###Both of the above "if's" have to apply to total income (e20) based on whether the income is weekly, fortnightly, monthly or 90 days at (i20).

Is this calculation to be made on power query or power pivot? or a simple excel spreadsheet?
