I'm facing this problem in one measure. Where I applied below DAX query:
Target = VALUE(60)
When I put total, suppose to get sum of 'Target' values but also getting total = 60
Please suggest me required changes or alternative

I have to make some assumptions about your model. Some people refer to a calculation as a measure, even though they created a calculated column.
In your situation, it looks like the Target column is returning the same value for each row. You may have created that column using the SUM function. If you did that, you will get the total for the entire column for each row, rather than the actual Target value for each row.
If that is true, you can simply change the expression for that column from SUM(Table[Target]) to CALCULATE(SUM(Table[Target]); doing so will return the actual Target value for each row, rather than the Target column total for each row.
I've created columns with SUM and CALCULATE in my test model to try to illustrate my point:
You can see that the ClmSUMTarget column returns the total for the entire Target column for each row. You can also see that the ClmCALTarget column returns the actual values for each row.
If I've made incorrect presumptions about the problem you are facing, please make your .pbix file available in this post so I can further troubleshoot.
