How to completely transfer reports/dashboards to different user?

I am a data analyst who also does freelance on the side.  I have a couple clients that I'm doing Power BI projects for.  I'm wondering, is there the capability for me to create reports and dashboards in my own account and then completely transfer those reports and dashboards to my clients, or am I forced to use their credentials to login to their accounts?  Please note, I'm not talking about simpyly sharing reports/dashboards, or even transferring ownership to another within the same organization, but complete transfer from one user to another non-business-related user.  This would be a great capability for freelancers, that way we don't have to ask for credentials and clients don't have to worry about revealing sensitive data.

I have successfully given complete control and ownership by simply creating the data model and report in desktop and transfering the file by Usb drive.

Thanks so much @kcantor!  That makes complete sense.  So I'm assuming all they have to do is import the .pbix file into their account and that's it.  No additional configuration?

It is that easy . . . at least for my use. The only part of the data model I have ever had trouble transferring was my proprietary date table. When I create the date table using power query, however, it works fine as long at the recipient is cleared to access the tables you use (or the server).
