Adding comments using power apps

In the Power BI report I am working with, I have added text box to add comments. 
But my requirement is to add the comment box through power apps.
For eg. After adding RLS for country, only the selected country affiliate should be able to add/edit comments. Othet country affiliate should see blank data.
As I am new to Power apps it will be helpful if I get guidance for the same.

You could create an app (with an input control) and use it in your Power BI Report via the Power Apps visual
