Saving then reopening a new blank PBIP gives "Something went wrong" on Dec release with option unset

I believe this is a trivial issue. On Power BI Desktop 2.124.2028.0 64-bit (December 2023), when I attempt to save a new blank report to PBIP while the "Always show the Build a visual menu in the pane switcher" is deselected in Global > Report, and then attempt to open the saved file, I receive the error dialog "Something went wrong ... Sequence contains no elements".

The error that shows when attempting to open the report is

PowerBINonFatalError:
{"AppName":"PBIDesktop","AppVersion":"2.124.2028.0","ModuleName":"Microsoft.PowerBI.Packaging.dll","Component":"Microsoft.PowerBI.Packaging.ExplorationSerializer","Error":"System.InvalidOperationException - Error Reading StorageSection: ReportDocument","MethodDef":"DeserializeExplorationBookmarks","ErrorOffset":"178","ErrorCode":""}

 

The PBIP folder /<report name>.Report/definition/bookmarks is missing for the blank (empty) pbip folders. Adding a copy of this from a working blank pbip report allows the resulting blank report to be opened.

Please try uninstalling and reinstalling Power BI Desktop. and ensure that the PBIP file isn’t corrupted. If possible, try opening it on a different machine or Power BI account to see if the issue persists.

Thanks Team_Caitlyn, it appears it was specific to the computer. After clearing the Power BI configuration on this computer and reinstalling Power BI Desktop, this issue is now resolved.
