POPUP Message by click on Table Cell

Hello All,

I have a Power BI table as shown, whenever i click on single cell to Low or High or Medium from Criticality column, it should dispaly Popup Message box(with Close[X] button) containing Material description

Does anyone have idea about this ??

Please don't tell by Tooltips

How did you endup solving for this other than using tooltips, I am also looking for a way when I click a row maybe get a popup note  with some detail for that specific row number.
