This is the original DAX formula but it needs to be changed.
Variance = AVERAGE('Census by Payer Consolidated Campus'[Daily Census]) - MAX('Census by Payer Consolidated Campus'[Month Budget])
We can't use what is highlihted in red. It would be a measure called [ADC]
The client wants the month budget column subtracted from the ADC measure. Can someone provide a DAX formula that can do this.

can you create a measure called Variance like so:
Variance = [ADC] - MAX('Census by Payer Consolidated Campus'[Month Budget])
If this is not what you are looking for, provide more context. Consider creating a pbix that contains sample data but still reflects your data model. Upload the pbix to onedrive or dropbox and share the link.

Yes, I can create a formula like this. But the client wants it reversed where the budget is first and then ADC. Thanks!
