I want to give a consultant access to publish from Power BI Desktop to my Power BI Servicee. I found an article that suggests this is not possible:

Is my only option to create a User for them in my Azure AD, then buy them a Power BI Pro lic?

As you know, you do need to create a user in Azure AD for them and provide them with a Power BI Pro license.
Because publishing content to the Power BI service requires authentication of the Azure AD tenant, the user must have a Power BI Pro license to publish reports.

im not sure if this is the only way to be honest, but works just fine.
we do it like that in the company i work for.
we buy a premium per user, for the client ,but you can buy a pro .
