Need help with a complex Dax

Hi, I am working on a complex requirement where I have to split the target. The request is as follows - I have a target for this year set for a sales person of some amount (100%) which I have to split in 60-40% and show his/her performance for this year. The 60% should be brand new sales of products in different countries where No sales was done last year and 40% should be the sales done last year and remaining. I have product id,name,location, sales revenue. How to create the Dax to capture and show progress against target? Example- Product A with product id 1 was sold in 2019 by Sales person A in Singapore and same product was sold in 2020 in China so this should fall in 40% target and Product B with id 2 was sold only in 2020 not in 2019 should fall in 60% target.
