How can we be part of the Preview program that enables download of dashboards from Power BI Web to .pbix  files? 
When will this feature be permanent?

Hi @Sharnish_142,

In addition, make sure not hit any limitations associated with downloading (exporting) a .pbix file from Power BI service.(especially the last one):smileyhappy:

• To download the file, you must have edit access to the report
• The report must have originated from Power BI Desktop and been published to the Power BI service, or the .pbix must have been uploaded to the service.
• Reports must be published or updated after November 23, 2016. Reports published prior to then are not downloadable.
• This feature will not work with reports originally created in the Power BI service, including content packs.
• You should always be using the latest version of Power BI Desktop when opening downloaded files. Downloaded .pbix files may not open in non-current versions of Power BI Desktop.
• If your administrator has turned off the ability to export data, this feature will not be visible in the Power BI service.

I would imagine that you would need to go into your O365 Admin Portal and under Settings | Organization profile you should see the option for enabling "First Release Features"

Enabling First Release Features

1. Navigate to https://portal.office.com and logon as an administrator
2. On the left-hand side, expand Settings and then Organization profile
3. Under Release preferences, make sure that the release track is First release for everyone or First release for selected users and that you are one of those users

That would be the first thing I would check.
