Why same report's Map show different theme under different user account?

I set the map theme as Aerial. After I publish my report and share out.   differnet use see the map with below 2 diffrent themes.  I perfer all the users see same left map styple. May I know how to do?  Thanks.

Please ask the users who didn't see correct map theme to log in service with a different web browser.

Users are using chrome. change to IE, no lucky.

How did you share this map report, via dashboard sharing or publishing App or App Workspace? Did all these users belong to the same organization with yours?

I publish App.   But, suddenly,  things get worse in few days before, all the viewers, cannot see map's background. Even I open report with my Power BI Desktop.
