I have a simple dashboard with one report that acquires it’s data from an Excel workbook. The Excel workbook is located on an Office 365 SharePoint site. A data gateway is not in use for the simple dashboard with the one report. I do not have any Apps or Workspaces defined. I do have one other dashboard that does have a dependency on a data gateway. I’d like to share the simple dashboard with the one report with others but it says the users will require a Power BI Pro license. Why would it require users to have a Pro license?

In Power BI Services, whether you share content inside or outside your organization, you and your recipients need a Power BI Pro license. Share dashboard is the feature of Power BI pro license. Please refer to the link below to see the details.
