After review your description, I still have some information needed to confirm.
1. You add the Top N filter in 'Visual level filters'? You add Advanced Filtering in 'Visual level filters'(highlighted red line) or 'Page level filters'(yellow background)?
2. TopN and Advanced Filtering are selected in different fields, right? Because one field only can use one Filter Type.
3.>>The collapsed filter will show (All) when the table it is actually filtered to Top N
When you add filter on report, it returns all rows without filter? Could you please share more details or screenshot for further analysis?

Your issue is that the report still return all rather than blank, even if the advanced filter is blank and a Top N filter is set. As I tested, it works fine.
For your issue, it's weird, it works fine in Power BI desktop? could you please share your .pbix file for further analysis?

No, my issue is that the report will be filtered by Top N, even when the Filters section displays <Coulmn Name> (All), the Top N filter is hidden, this makes it confusing for me and other users.
Swtich Filter Type, but do not remove the filter:
There must be a better way to visualise this or at aleast show there is a filter in the background. Maybe this should be posted in the Ideas section of the community not here?
