Sharing Report in Organization

Hello,

I need to share the reports accross organization but I donot want to do following:

 - Create same dataset accross different group work space for same kind of report.

-  Manage individual user in group work space.

I just want focus on generating report and manage dataset , user administration should be done by different branch admin of the organization.

but on same time I want  data belongs to one group should not be visible to another group's user.

Can any one help me on this?

Is it possible with all above criteria?
