SharePoint Embed report from Premium Workspace not accessible to free users

We have created an app in a premium space and every user we try can see the app on the PowerBI app with a free license.  However, its' been hit or miss on the Sharepoint embedded link; with some users being able to see it with PowerBI Free and Others getting a message stating that they neew PowerBI Pro.  Any ideas?

This issue is still not resolved.  After further testing, we found there is no inconsistency and that user rights was not the issue.  

 

The experience is consistent: Free users cannot access embedded reports in SharePoint even if they have the correct access and the report resides in premium capacity.  They can see the reports in the POwer BI app with a free license but not as a SharePoint embedded link.  If we upgrade them to PowerBI Pro, they can then see the report as an embedded SharePoint link.  In addition,  we found that when a user is upgraded to a power bi pro license, they still cannot access embedded SharePoint reports until they visit the PowerBI app.  Following that first visit, they can view the embedded SharePoint reports.

 

..so this issue remains unresolved.  The experience remains that Power BI Free users cannot access reports published in premium capacity through an embedded SharePoint link

Hi @luiso,

 

Since some users can access it with Power BI Free, the possible cause could be that the others aren't the member of the App workspace. Please check it out.

>>>For example, if you have a report, in an app workspace, you would have to assign the app workspace to a Power BI Premium capacity. You would also need to add the Free user to the list of members of that app workspace.

I have the same issue....and what you are saying is that I need to add 1000 users to the workspace??? that defies the whole purpose doesn't it?
