With the URL you provided, that is an internal Microsoft Tenant. So I think it would be best to try and use any existing Microsoft contacts that you possibly might have?

Also what is the template data for? EG: Dynamics 365 etc.

yeah, its from appsource.microsoft.com, I dont have contact so I just try if some one have this template,
