Currently my clients are using 'external sharing' to share dashboards with external stakeholders. Since the last week changes (power bi premium / the need of power bi pro in order to share dashboards) all receivers/consumers of shared dashboards will need a power bi pro license. The problem is: how do i arrange a power bi pro license for the external users (users outside my tenant)? In general I would like to know what the best option is for sharing dashboards with external people. Power BI Embedded will be gone soon, so what will be the replacement?

I think you can use publish to web feature to instead.

Publish to web means that the reports are technically available to anyone with a web browser and not resticted to your own users, so may not work for you. It's primarlily designed for public websites, blog posts and so on.
As far as I can see, the only alternative to Embedded being offered at the moment is Power BI Premium, which has a minimum cost of £3.1k per month, which in my case rules it out completely.
I hope a plan that works for small companies will be added at some point, otherwise we'll have to migrate applications to something else entirely.
