Removing report filter in reading view

I added a Report FilterWhen a user goes into Reading View on that report, The filter itself worked fine.
However, in Reading View, I was able to click the "X" in the upper right of the Filter and it removed the filter from the report. When I refresh the page, the filters returns. 

I was wondering if I can turn this option off?

@CHEN_SHA yeah, this one annoys me to no end. I would expect that my end user "Read" only for shared dashboard elements, but this allows them to remove the filters (temporarily) and according to the MS rep I spoke with about this very same issue, it is expected behavior. There is no way to limit the functionality that I know of. Personally, I would expect that they be able to see what filters I applied, but in no way should a "read only" user be able to change a report or page level filter. If I would want the user to be able to filter... I would give them a slicer...
