I have question regarding Power BI Embedded licence as we looking to use it in one of our applications which we are building and we would like to be sure about the licence cost.
Please consider the following scenario.
We have external application used mainly by external users (Not part of our organisation). However, our internal users still have access to the same reports but with more access to the data (no restriction on row data security)
According to the licence information.
"Power BI Embedded is not intended for use within your organisation’s internal business applications unless your internal users are also covered by a Power BI Pro User Subscription Licence (USL)."
So, according to our scenario which is mentioned above. Do we still needs to get Pro licence for our internal users? or they are already covered under Embedded licence as both of external and internal users using the same reports but with different row access level?!
