You need to download AccessDatabaseEngine_X64.exe from https://www.microsoft.com/en-us/download/details.aspx?id=13255 and install it on your machine.
If you are using 32 bit version of Power BI Desktop and 32 bit version of AccessDatabaseEngine, you should be able to refresh the data properly in Power BI Desktop. But cannot refresh it properly in Power BI Service, becasue Power BI only have 64 bit data gateway, it is by design to leverage only 64 bits drivers.
Another solution is to use .xlsx file instead of .xls (I guess you are using this excel type).
