Organizational Content Pack template deleted if I remove the dataset using member account

I have created a template for an organizational content pack.

Now, I logged in using member account and use this organizational content pack to load report.

Now, I don't need to use these reports and dashboards. So, I removed that dataset and report.

When I removed the report and dataset from member account, then why content pack template is deleted from main tenant account?

Does the dataset and report included in the context pack template exsit in an appworkspace where both the author of this context pack template and your member account have permission to edit the dataset and report, if this case, when you delete the report and dataset, consequently the context pack is deleted.
