NPGSQL in Gateway Server Not being recognized

I Installed the latest npgsql 3.2.3 in the enterprise gateway

 

However when i create a PostGres Data Source  i get this error. Is  there any other step required for the gateway to recognize the existance of the client? 

 

Underlying error code:-2147467259
Underlying error message:PostgreSQL: We were unable to find a database provider with invariant name 'Npgsql'. This error could've been the result of provider-specific client software being required, but missing on this computer. To download client software for this provider, visit the following site and choose the 64-bit (x64) version of, at minimum, 'Npgsql version 2.0.12': https://go.microsoft.com/fwlink/?LinkID=282716

Found  that npgsql 3.2.2 is the latest version that works. it doesnt work with 3.4.x
