I had a dashboard published using a previous version. I had this embedded in my SharePoint site and was able to update it manually. This link broke and I find out that the Publish (get embed code) was changed to a "Publish to SharePoint Online". I get a code, but my organization does not have PowerBI and SharePoint integration. I also have around 2000 users who view the dashboard, none of which are Power Users (pay for upgrade). How can I get my feature and dashboard back?
I do not have the Admin Portal. How do I get marked as a Global Admin?

From your description, it seems the Publish to web works before and currently Embed in SharePoint Online is available in your workspace.
Embed in SharePoint Online is only available with Power BI Pro. Each user that views the report mush have a Power BI Pro license. If they do not have a Pro license, they will be prompted to sign-up to view the report.
In your scenario, please use Publish to web option. If this option is disabled, please go to Admin Portal, within Tenant settings, turn Publish to Web to On. And check if the report meet the limitation mentioned in this article: Publish to web from Power BI.
