How do you create a personal copy of an app

How can consumers of the app personalize or edit their own version of the app?  With content packs users were able to make a personal copy and edit it without impacting other users.  Is there a way to do that with an app?

@rdeken An app is currently read only. Whether it stays that way, I don't know.
