Right now the setup that we have is a central dataset that is refreshed every morning, and published as a content pack. This way end users can use Power BI Service Live Connection and create their own reports/dashboards in their own Group workspaces, without changing the original dataset (this central dataset is managed by the BI developers).
Now, we have created a second 'central dataset' as an App, but we can't see any option to share this properly. The only option is to invite users to the app workspace, but doing so for all the company would be very messy. Is there any option to share a dataset that lives in an App workspace with other groups? The end goal is that this central dataset is refreshed every once, and people can just query it to create their own reports, as with content packs.
I may be mistaken, but I believe that creating an App Workspace creates an Office 365 group as well and that you simply need to add members or groups into that Office 365 group to share it.

But how can I avoid adding members into the group? The problem is the group will have a lot of people creating reports in the same workspace and it can get very messy and crowded. What I want to do is having users in their own workspaces access the dataset that lives in an App.

I don't think there is a way to do it with App currently. I would suggest you add it as an idea on Power BI Idea forum to improve App workspace on this feature.
