In Power BI Service, we've a group workspace (containing a couple of reports) set to 'private' and 'Members can only view Power BI content'. I've added 4 persons in it, 2 'Admins' and 2 'Members'.
People with Admin privilage can view report without any problem. But, the issue is that when people with 'Member' level privilage open the report, all analysis fail saying 'can't retrieve data'.
Then I changed group workspace to 'Members can edit Power BI content', now Member can see the report without any error.
Is it a bug or did I miss something?

Based on my test, I couldn't reproduce this issue. The "Member" users with "Can only view Power BI content" privilage can view group reports without any problem.
Do those "Member" users cannot view all the group reports or they just have no access to some specific reports?
I searched the error "can't retrieve data" and found a similar issue with group workspace: "Couldn’t retrieve the data for this visual" when using RLS Please go through it to see whether that scenario is similar to yours. If not, please share us more information about your operation on Power BI service.

Definitely sounds like a bug to me. Our members can definitely see content of the dashboards.
