If you want allow user to be able to change the filter, then end user need to go to report lelve. The easiest way is add two items to slicer, Proir Month and Rolloing 12 months. End users can change the report value by click items on slicer. Please refer to the links bleow to see the details.

You could create a table with two items manually: https://powerbi.tips/2016/04/manually-enter-data/

And use DAX to check if one or the other is filtered.
