I'm hoping the answer to this question is in a paper and I just missed it.
When we put a App Workspace into the Premium Capacity Node the Manage Storage page for the Workspace still says that its limited to 10GB. Is this true?
Our expectations are that the App Workspace once put in the Capacity Node would have a higher limit, that of the Node.
I'm hoping this is just a work in progress and in the future this limitation would be gone.

OK I think I found the answer in the Premium Whitepaper.
Huge dataset storage and no user quotas (This capability is available at launch)
With Power BI Premium you are freed from the standard user quotas of Power BI. Previously,
we allowed up to 10 GB per Power BI Pro license in your tenant. With Power BI Premium, you
get 100 TB of storage for each capacity you provision.
Although the WorkSpace Storage Manager is misleading then when using Premium. I hope that is fixed in the future.

In the reading I did recently on Power BI Premium I indeed encountered some stuff about limitations of Power BI Pro being applicable to Power BI Premium currently, with the promise that these limitations will dissapear over time. (without specifying when)
So, yes, per my information the limitations will dissapear in the future.
