You should be able to install and register a new Enterprise Data Gateway, create the connections and bind your dataset to it. As far as I know, the gateway only binds to your datasets and not the reports themselves. Their might be particularity with the personal data gateway, I'm not familiar with it, but I don't see why this should cause any issues.

Hi,
Lets take the reports and datasets out of the equation for the first step:
1. Install and congure an On-Premises Data Gateway
2. Validate that the you can see this Gateway in powerbi.com from the Manage Gateway menu
3. Create a connection to your data source from the Create New Connection menu in the Manage Gateway page
Once this is working, you know you have a functionla gateway.
Next,
1. Go to the dataset you want to bind to your gateway from the Dataset Settings menu
2. In the Gateway section for that dataset, can you see you newly created gateway ?
