We are having the issue regarding the reports refreshing. We are unable to know when the reports are not refreshing.
There are some important reports that have to be refreshed based on scheduled time allocated for that report .
But some reports are not refreshing due to some issues .
So , Can we have any mail alerts or any other way to know the reports that are not refreshed on that allocated time ?

Based on your description, you mean your data source is in import mode and you want to receive mail when schedule refresh fails, right?
To achieve your requirement, click Setting->Setting->Dataset->Select the dataset below->Schedule Refresh->Click option “Send refresh failure notification email to me”
You can also see Refresh history above in the same pane.
By the way, the refresh failure email can only be sent to dataset owner. For the requirement to send failure email to other users, you can vote on this idea: https://ideas.powerbi.com/forums/265200-power-bi-ideas/suggestions/13703013-scheduled-refresh-failur...

We have already seen the case regarding the mail alerts you have described.
But the issue is should we have the mail id same as power bi login . If so, in our organization we can't create the mail with .micorosoft.com domain right?
Then how should we create the mail and link that mail to power bi reports to check when the data is not refreshed.

Currently, power BI doesn’t support sending notification mail to external account.
