When you select Select all, you'll notice that all the options are preceded by √ marks. When you remove one of the following items, you will notice that the sign in front of select all is no longer √ .
As explained in the official documentation: Under Selection, turn Show "Select all" option to On to add a Select all item to the slicer. With it, you can select or deselect all items as once. When all items are selected, selecting one item deselects it, allowing an is-not type of filter.
You can share this difference with your users, and if you feel it's still unacceptable, you can vote the idea and comment there to improve this feature. It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.

It's by design and not a issue..
There are several filters in Power BI and you can see their differences here.
Types of filters in Power BI reports - Power BI | Microsoft Learn
To accomplish what you want, you can either use a page-level filter or hold down the ctrl key and check each of the three options 123.

When you select the Style as Table , Desktop shows is the square shape, not the Rounded Corners. Please change it to Cards and then republish the report to Service .

Your current filter is for slicer as a visual, not for the whole page, and the table values are definitely not filtered. What you need to do is to filter the corresponding data at the page level.
When you put column into the page hierarchy, you'll find that table gets filtered as well.

When you share your dashboard to your members , you need to enter their account , then they will see the email in their mailbox . Other than that, both your notification and their notification will show the corresponding message. See that bell-like icon down there? That's notification.
