Time not formatting correctly on axis

I have the following Power BI Report

If you nativate to page 7, there is a column chart down the bottom.  The column on the axis is formatted as TIME.  When there is a single value selected for DATE in the slicer, the time formats correctly.  When there is no date applied to the date slicer, the axis incorrectly formats as Date/Time.
