Reports published to web have no "see data" ellipsis menu

One of my customers asked me where the "see data" option had gone from a publish to web report? I've just experimented with a few options and can no longer produce publish to web reports that contain the ellipsis menu option on the individual tiles. 

Is this something I am doing wrong, has the option been removed, or is there an issue?

So how do we get to data then? It there another way

If you use those charts which can be right clicked to see the "see data" option in your reports, you should be able to see data even after you publish the report to web.

@v-haibl-msftI'm confused - last week you said that functionality has been removed 'by design'. This week you say it should still be there. What is the situation with this?
