Member of Office 365 Sharepoint Group can't publish

We created an Office 365 sharepoint group which automatically created a Power BI Group. All members of tje group including Admins and members can publish to this group except for one. When he attempts to publish, he gets the following error:

Sorry, you don't have access to publish to this workgroup. Please contact the owner for access.

All members have privilege to edit and all can publish. The admin delted and re-added the affected user. Same issue. 

All the sharepoint settings are correct and the person's Office 365 account was created in same way as the others. 

We're at a loss for why he can't publish.
